A YEAR-ROUND PLATFORM FOR DIALOGUE & COOPERATION

The Europe Gulf Forum was launched in September 2025 on the margins of the 80th United Nations General Assembly in New York, where more than 30 prime ministers and senior political, investment and business leaders convened to discuss a range of urgent political, economic, and security challenges that will guide the Forum’s priorities and agenda.

The Forum’s first flagship convening will take place in Greece from 15-17 May 2026.

The Forum is a year-round platform for structured dialogue and cooperation. The annual flagship convening will be supported by leadership gatherings throughout the year – including a recurring session on the sidelines of the United Nations General Assembly in New York, sustaining dialogue and momentum between summits.

The Europe Gulf Forum aims to become a new strategic engine that combines Europe’s industrial depth, technological capability, regulatory leadership and institutional experience with the Gulf’s financial dynamism, strategic reach, energy leadership, and bold innovation ambition.

WHY NOW

A Decisive Moment for Europe and the Gulf

The conflict in the Middle East has transformed the regional security landscape and disrupted the global economy. Against this backdrop, the inaugural Europe Gulf Forum is more relevant, necessary, and timely than ever.

  • Record amounts of sovereign capital are flowing westward. Energy transition is creating new industrial partnerships. Defense, technology, and infrastructure cooperation are accelerating beyond historical norms. Yet there is no institutional platform where the two regions’ senior leaders from the public and private sectors can engage directly and repeatedly with one another.
  • The Europe Gulf Forum exists to fill that gap, through an intimate  structured setting where a select group of heads of state, policymakers, sovereign capital representatives, and business leaders can forge ties and unlock the huge strategic and economic potential between the two regions.
  • The opportunity is both urgent and concrete. Gulf sovereign wealth funds directed 28% of their investments toward Europe in the first nine months of 2025 - the highest level in at least five years. Yet overall EU-GCC trade declined by 5% in 2024, falling to €161.7 billion, with 75% of GCC exports to Europe still concentrated in hydrocarbons.
  • As Europe works to reduce its dependency on Asian high-end AI chips and the Gulf accelerates its AI agenda - projected to generate up to $35 billion annually, equivalent to 2.8% of non-oil GDP - the strategic case for structured cooperation has never been stronger or more time-sensitive.
